When lower level management is micromanaged they aren’t able to make responsible decisions, which in turn keeps them from learning from their mistakes. So when they are finally promoted to higher levels of management (because the top level management retired or moved to a different organization) they don’t have the relevant experience.
This can lead to the need of constantly filling the top level management positions from with hired people directly for the position as opposed to fostering career growth and the opportunity to rise in the management ranks.
